1 Commitment to achieving net zero

CEVA GLOBAL LTD commits to achieving net zero greenhouse gas emissions by 2045 across its operations and relevant value chain worldwide, including its UK operations.

The 2045 commitment has been agreed. Corporate approval of the completed Carbon Reduction Plan and its quantified reduction pathway remains outstanding.

Ceva will prioritise reductions in gross emissions. Any carbon credits or removals will be disclosed separately and will not be deducted from the gross emissions inventory. Residual emissions at the net zero date will require an evidenced neutralisation approach.

Scope and relationship to the sustainability policy

This plan applies to CEVA GLOBAL LTD as the bidding entity. It supports the Sustainability, Environmental and Waste Strategy and Policy, version 1.0, approved on 15 January 2026, and retains its travel, energy, equipment and waste commitments. Ceva is preparing the full PPN 006 plan voluntarily to support wider procurement readiness.

Ceva is a micro-SME professional services business. It has no office and works from home, client premises and ad hoc coworking locations. The January policy records no owned fleet. Current controlled fuel, vehicle and energy sources will be confirmed in the inventory review.

The accounting basis is operational control. The initial inventory covers Ceva’s UK operations, including attributable international business travel. Other businesses in which Ceva personnel hold roles are outside this reporting entity. Any overseas operations must be identified before the inventory is finalised.

The reported PPN 006 inventory covers Scope 1, Scope 2 and the five required Scope 3 categories. Additional relevant value-chain categories will be assessed separately. The net zero commitment has a wider boundary than the minimum procurement reporting subtotal.

2 Baseline emissions footprint

Baseline year: FY2025/26, 1 September 2025 to 31 August 2026.

This completed financial year will be Ceva’s first quantified annual inventory and the reference for measuring subsequent changes. It is separate from the calendar 2026 baseline for the policy’s travel-intensity target. No earlier measured footprint or historical emissions reduction is asserted.

3 Current emissions reporting

Current reporting year: FY2025/26, 1 September 2025 to 31 August 2026.

The first inventory serves as both baseline and current reporting year. The two columns will therefore contain identical figures. All figures are gross tonnes of carbon dioxide equivalent (tCO2e).

[Complete every line and explain estimates, confirmed zeros and non-applicable categories. Identify optional hotel, homeworking or associate-travel additions. No zero has been assumed from the absence of an office.]

Calculation and boundary notes

The inventory will use the GHG Protocol and appropriate UK Government conversion factors, covering all applicable greenhouse gases in CO2e. The calculation record will retain activity evidence, factor year and version, units, assumptions and exclusions. Scope 2 market-based reporting will be added where required by the GHG Protocol.

Coworking charges will be assessed from the contract and degree of operational control. Private homeworking energy is not automatically Scope 2. Purchased services, including independent associates, IT purchases and any leased assets will be reviewed for additional Scope 3 reporting without double counting.

Baseline and subsequent inventories will use comparable boundaries. Any additional Scope 3 figures will be shown separately from the PPN 006 subtotal, which does not represent the complete value-chain footprint.

4 Emissions reduction targets

The following commitments are retained from the approved January 2026 sustainability policy. Their inclusion does not indicate that the targets have been achieved.

Area Policy commitment Timing
Annual footprint Establish and maintain one simple annual operational footprint record from 2026 onward. Annual
Travel intensity Seek a 10% reduction in avoidable business-travel emissions intensity against the 2026 baseline, subject to client delivery requirements. End of 2028
Device settings 100% of Ceva-purchased laptops and monitors to have energy-saving settings enabled at setup. From 2026
End-of-life IT Aim for 100% of company-owned IT to be reused, donated, refurbished or appropriately recycled. From 2026
Printing Maintain near-zero routine internal printing, with standard internal documents digital by default. Annual review
Equipment replacement Require a reuse or repair check before replacing company-owned equipment, except where security or reliability requires replacement. Each replacement

Calendar 2026 travel intensity baseline

The travel target retains a separate baseline of 1 January to 31 December 2026. This period is incomplete at the date of this draft and will be finalised after year-end. The FY2025/26 CRP inventory will not be relabelled as the calendar 2026 travel baseline.

Proposed measure: tCO2e from avoidable business travel per annual average FTE, with the same people included in the emissions and denominator. Associate travel requires an equivalent time-based denominator or a separate cohort. [Confirm the measure and workforce boundary before approval.]

Avoidability will be assessed against a documented practical alternative, taking account of client delivery and individual needs. Journeys will not be retrospectively reclassified to improve the result. Total travel emissions and overall travel intensity will also be monitored.

The end-2028 intensity target is 90% of the completed calendar 2026 baseline. Progress will be reviewed annually alongside changes in headcount and delivery activity.

Five year gross emissions pathway for approval

By 31 August 2031, reduce gross emissions within the PPN 006 reporting boundary from [FY2025/26 baseline tCO2e] to [target tCO2e], equivalent to [percentage]%.

This quantified pathway will be set after the first inventory and delivery assumptions have been reviewed. The same boundary will be retained when measuring progress. An intensity improvement alone does not establish a reduction in total emissions.

5 Carbon reduction projects

Implementation position on 21 October 2026

Ceva approved its sustainability policy on 15 January 2026. Its implementation actions scheduled from Q2 2026 have been delayed. As at 21 October 2026, no environmental controls are confirmed as operating and no completed carbon reduction projects or measured savings are claimed.

The actions below are proposed corrective steps to put the existing policy into operation. Each control will require an actual implementation date and retained evidence before it is described as operating.

Corrective implementation programme

Control Evidence required Proposed due date
C01 | Record the agreed 2045 commitment and assign CRP reporting responsibilities. Management decision and named responsibilities; final CRP approval recorded separately. 2 November 2026
C02 | Start and reconcile the annual carbon activity record. Completed tracker, source records, scope reviews and review trail. 3 November 2026
C03 | Apply the travel planning rule and record alternatives and exceptions. Dated rule and team briefing; planning or exception records as relevant trips arise. 3 November 2026
C04 | Check power-saving settings on company laptops and monitors. Device checklist or asset note recording the setting and check date. 3 November 2026
C05 | Apply digital document, repair or reuse, and IT disposal evidence rules. Briefing and asset decision records; transfer or disposal evidence when applicable. 3 November 2026

Application during contract delivery

Once implemented, the controls will apply to relevant Ceva contracts. Internal meetings will default to virtual attendance where effective. Delivery leads will agree client attendance needs, combine necessary journeys and prefer rail to domestic flights where practical. Accessibility, wellbeing and client delivery requirements will inform justified exceptions.

Company devices will use energy-saving settings. Purchases will favour durable, repairable or refurbished equipment where commercially sensible and compatible with security and performance. Routine internal documents will be digital. Repair, redeployment and reuse will be considered before replacement, with appropriate end-of-life records retained.

The Managing Partner will oversee implementation, supported by employees, associates and the delegated purchaser as relevant. The policy review remains due on 15 January 2027. Progress and any missed actions will be recorded in the annual tracker.

[Before publication, update this section with the controls actually operating, their dates and evidence. Retain future status for any incomplete action. Do not backdate implementation or claim unmeasured savings.]

6 Governance and annual reporting

The Managing Partner owns the plan and annual carbon tracker. Employees and associates provide relevant activity information; delivery leads apply the controls within their work. Ceva’s board will approve the completed public CRP and any changes to its commitments.

The CRP will be reviewed and updated at least annually and within six months of the 31 August financial year-end. The next annual inventory will cover 1 September 2026 to 31 August 2027, with the CRP update planned by 5 November 2027. The policy review on 15 January 2027 remains a separate scheduled check.

A new office, controlled vehicle, overseas operation or material change in activity will trigger an earlier boundary review. Significant structural changes, reporting-method changes or material errors will prompt a documented baseline recalculation where required. Organic growth will remain visible as a change in activity.

Ceva will publish the approved plan on its website, linked prominently from the homepage. Before each bid, it will check the published plan’s age, reporting period and content against the buyer’s live requirements.

Information still needed

The first inventory covers 1 September 2025 to 31 August 2026. Accounting records are being reviewed; they must be supplemented where receipts, distances, activity details or client-paid travel are missing. Spend alone does not establish journey emissions.

  • People: Vijay and Lynsey are directors; Paul Ronsisville and Lucy are associates. Patrick is classified as an associate for now; his prospective shareholding is separate from that working classification. Confirm each person’s participation during FY2025/26 and annual average FTE or equivalent participation days.
  • Travel: identify dates, modes, routes or distance, flight cabin class and hotel nights. Include relevant client-paid journeys. Confirm commuting patterns separately from business travel.
  • Operations: confirm controlled vehicles, fuel and electricity, coworking arrangements, equipment deliveries, waste and disposal activity. Record evidence for every proposed zero or non-applicable category.
  • Approval: confirm the travel metric, quantified gross pathway, authorised director and publication arrangements. The 2045 commitment is already agreed; the completed CRP has not yet been approved.

Policy consistency

Retain the calendar 2026 reference and conditional 10% travel-intensity target. Record the delayed Q2 implementation honestly. C01 records the commitment and responsibilities on 2 November; approval of the completed public CRP is a separate release step on 4 November. Update the policy at its review on 15 January 2027.

Internal procurement and calculation notes

RM6399 Lot 1 position and remaining verification

Ceva has confirmed Lot 1. The supplied RM6399 Attachment 2c PPN 006 Carbon Reduction Plan template v1.0 is named “Lots 2-10 only” in its filename; its body contains generic PPN 006 guidance. Attachment 2c therefore does not apply to this Lot 1 bid. This is consistent with the August 2026 briefing, which states that Lot 1 does not require an annual CRP and caps call-off value at £2 million including VAT and extensions. The final PSQ and live portal wording remain unreviewed. Ceva retains the full PPN 006 plan voluntarily for wider procurement readiness.

Where a procurement requires PPN 006, CRP assessment is pass or fail and an earlier net zero date does not earn additional points. The standard expects a plan published since the tender notice or in the previous 12 months, and a reporting period no more than 18 months before the notice. The 31 August 2026 year-end meets that recency test for the RM6399 notice published on 15 September 2026; this does not make a full CRP a confirmed Lot 1 entry requirement.

Before presenting this document as a completed PPN 006 plan, resolve every required emissions line, confirm operating measures, record director approval and publish it. These are release checks for the voluntary full plan. Where PPN 006 applies, SME status is not an automatic exemption and missing data requires an explanation acceptable to the buyer. An unfinished voluntary CRP does not, by itself, establish failure of the Lot 1 entry requirements.

Accounting choices to record

Employee and working-director business trips belong in category 6; ordinary commuting belongs in category 7. Include relevant activity when the client pays. Private homeworking is an optional category 7 addition under the minimum PPN scope. Classify ad hoc coworking from the contractual facts and degree of control.

Independent associate services are screened under purchased services, category 1. If associate travel is added to category 6 voluntarily, remove the same activity from any purchased-service estimate. Equipment purchases, inbound delivery and small waste streams require review. A digital service model does not establish a zero.

Maintain the PPN 006 subtotal and any additional Scope 3 categories separately. Distinguish a measured or estimated value, an evidenced zero, non-applicability and missing data. No benefit attributed to a client engagement is deducted from Ceva’s own footprint.

Source record
